Kasım 2008'de yapılan Başkanlık seçimini kazanarak 2009'da ABD'nin 44. Başkanı olan Barack Obama, hem ABD hem de uluslararası toplum için önemli bir umut kaynağı olmuştur. George W. Bush döneminde yapılan hatalar yüzünden sarsılan ABD imajını düzeltmek isteyen Obama, ABD'nin yumuşak güç unsurunu kullanarak yeni bir dış politika geliştirmeye çalışmıştır.
