Social Workers’ Perception of Social Assistance: A Perspective on Empathy, Personal and Professional Power

Özet

This study examined how social workers’ perceptions of social assistance programs and implementation are shaped by sociodemographic factors, empathy, and professional power. Using a descriptive-relational quantitative design, data were collected from 410 social workers in Türkiye through demographic forms, the Social Assistance Providers’ Perception Scale, the Toronto Empathy Questionnaire, and the Personal and Professional Power Scale. Findings showed concerns that assistance may foster dependency, alongside systemic inefficiencies and barriers to services. Empathy positively shaped perceptions of social assistance and public services, while professional power aligned with favorable views on program functioning and integration. Differences emerged in gender, age, education, and experience. These results suggest that social workers’ perceptions of social assistance programs and their implementation are largely shaped by empathy and professional power levels. In line with the study’s discussion and policy implications, strengthening empathy and professional empowerment among social workers may support more integrated and effective social assistance policies.
