Özet

In recent decades, international migration and migration management have sparked intense debate globally and in Türkiye. The migration management of Türkiye involves active participation at the central government level; however, local governments also play a significant role in this process. In urban areas affected by international migration, local governments bear greater responsibilities. As the population increases, the demand for local services rises, and local governments face migration-related challenges in providing and managing services. This study aims to address the roles and responsibilities of local government units in Türkiye in migration management within the national legislation framework. It also seeks to compare Türkiye’s legal and administrative situation in migration management with international regulations. In this context, it will evaluate the effectiveness of local governments in Türkiye and other countries in managing migration. It will concentrate on topics including the active role of local governments in migration management, the need to expand their areas of authority, regulation of legislation, cooperation, addressing resource inadequacy, and implementing multilevel governance practices. Finally, it will explore effective migration management practices from around the world and propose suggestions for enhancing the role of local governments in Türkiye in migration management.
